Procedures for monitoring, measuring and recording OSH performance on a regular basis are developed, put in place and reviewed periodically, with responsibility, accountability and authority for monitoring assigned at each level of management. Performance indicators are chosen to suit the organisation's size, activity and objectives; qualitative and quantitative measures appropriate to its needs are considered, rooted in the identified hazards and risks, the policy commitments and the objectives, and feeding the evaluation process including management review. Monitoring and measurement serve to show how far the policy and objectives are being delivered and risks controlled, combine active with reactive monitoring rather than resting on injury and incident statistics alone, and are recorded. Monitoring yields feedback on performance, shows whether the everyday arrangements for finding, preventing and controlling hazards and risks exist and work, and underpins decisions on improving hazard identification, risk control and the system itself.
