The project shall rank the core values according to how much they matter for the ConOps to satisfy seven equally weighted considerations: stakeholders agree the system benefits society and causes no needless harm; the organization never treats people purely as instruments for its ends; the organization's leaders can take responsibility for the priorities chosen under their own personal maxims; the organization honours the ethical principles it has declared; it can commit to the priorities in its business mission; the environment is maximally preserved; and existing ethical guidelines are considered (Table B.1 offers an alternative method where priorities conflict). It shall compare the priorities with external sources (relevant legal precedent in the deployment area, records of substantively similar systems, international agreements on ethical conduct), record incompatibilities in the Value Register, and find where values and demonstrators are inconsistent or in conflict in ways that bear on prioritisation.
