The project shall conduct a detailed benefits-and-harms analysis (utilitarian ethics): identify what individual stakeholders would gain and lose if the system were deployed widely, asking what would arise if everyone built and deployed it as envisioned, elicit the values underlying them, and note possible organizational and technical improvements; conduct a critical analysis of how the system or its features could change user character (virtue ethics), identifying potential damage to stakeholders' character at scale; conduct an analysis of how the system challenges stakeholders' perceived ethical duties, identifying project team members' personal value maxims that could be undermined and those that could be fostered at scale; identify any additional ethical theory current in the culture of deployment that asks different questions and elicit values through it; and enter in the Value Register the core values, the associated values, the issues and the value demonstrators.
