IEEE 7000 7.3(b): Identify stakeholders who may be interested in or affected by the system

What does 7.3(b) require?

The project shall identify relevant stakeholders and stakeholder groups: the organizational representatives driving the innovation; a varied range of stakeholders, including critical voices, spread widely in technical skill and in value outlook; advocates for indirect stakeholders; professionals who understand the social context and professionals who know what the system can do technically; stakeholder advocates selected transparently; potential users, in particular end users from the markets or regions of the world where the system is deployed now or will be later; affected institutions or their advocates; and, where suitable, legal advocates and representatives of civil society.
