Achievement of six outcomes shall be demonstrable: the intended context of use of the system of interest is described; the stakeholders who take part across its life cycle are identified and representatives picked for them; concepts of control over the system are identified and analysed; relevant information on its social, legal and environmental feasibility is gathered; the activities and tasks of the process are joined up with the other tasks that set the context and the first ConOps; and it is decided whether the harms and benefits the system concept may bring to ethical values need further exploration.
