Hong Kong Design Manual: Barrier Free Access 2008 (2025 Edition) D7: Steps and staircases: dimensions and orientation, tactile warning strips, nosings and no projections

What does D7 require?

Steps and staircases, as the alternative to lift access, must let everyone travel safely and independently. The staircases the Manual requires, and the main circulation stair in a building's common areas, have treads at least 225 mm deep at mid-flight and risers no higher than 175 mm; risers are vertical or recede by at most 15 mm with no projecting nosing; a flight has at most 16 steps before a landing; properly fitted handrails to Division 8 run on both sides; nosings are non-slip and in a contrasting colour; treads contrast with the walls; and external steps are gentler, with risers of at most 160 mm and treads of at least 280 mm. Tactile warning strips are required at landings and at the top and bottom of flights, and nothing may project into the stair. The Best Practice Section covers closed risers everywhere and additional contrast.
