Guidelines on how employees are chosen for hiring, transfer, regrading and dismissal need the council's approval; failing agreement the employer may call the conciliation committee. Where the establishment has over 500 employees the council may demand such guidelines on professional, personal and social criteria. These rules apply also where artificial intelligence is used to draw up the guidelines. A transfer means an assignment to another work area expected to last more than a month or involving a substantial change in working conditions.
