The works council receives employees' grievances and, where justified, presses the employer to remedy them. If employer and council disagree whether a grievance is justified, the council may refer it to the conciliation committee, whose award replaces agreement unless the grievance concerns a legal claim. The employer informs the council how the grievance is being handled.
