Establishments with 200 or more employees must release at least one member full time, rising in steps (two from 501, three from 901, up to twelve at 9,001 to 10,000, and one more for each further 2,000); partial releases are possible within the total, and collective or works agreements may provide otherwise. The council elects the released members after consulting the employer and notifies the names; the employer may call the conciliation committee within two weeks if it considers a release not justifiable, otherwise consent is deemed given. Released members get extended pay and work protection after three full terms and must have access to vocational training during and after release.
