Members are released with pay (and compensated for training outside their working time, capped at one full-time working day per training day) for training that imparts knowledge the council work requires; in addition, each member has three weeks of paid release per term (four for first-time members who were not youth and trainee representatives) for courses approved by the Land labour authority. The council must consider operational needs in timing and notify the employer in good time; if the employer considers operational needs were not respected it may take the question to the conciliation committee.
