A CAB may deliver the Program only while it holds an FSSC Development Program license, which requires a valid full FSSC 22000 license (a category C license covers every non-packaging category; packaging needs a category I license). It applies per office location, declaring any outsourcing and the categories wanted, and commits to all Program obligations. To keep the license it registers at least two assessed organisations in the first year and five a year after that, meets all requirements and pays FSSC; each extension needs at least one registered organisation in the new category within 12 months. FSSC may suspend, terminate or limit the license (for low volume, sanctions, non-payment, repeated noncompliance, reputational or integrity risk, or breach of contract), and the CAB follows FSSC's conditions while suspended or after termination.
