Title VII: Authorisation – EU REACH Regulation (Regulation (EC) No 1907/2006)

EU REACH Regulation (Regulation (EC) No 1907/2006) 62: Apply for authorisation with a chemical safety report, an analysis of alternatives and, where alternatives exist, a substitution plan

What does 62 require?

Manufacturers, importers or downstream users may apply to the Agency, alone or jointly, for one or several substances and uses, giving the substance identity, the applicant's details, the uses sought, a chemical safety report on the risks from the Annex XIV properties unless already in the registration, an analysis of alternatives covering risks and technical and economic feasibility with relevant research and development, and a substitution plan with a timetable where suitable alternatives are available; a socio-economic analysis may be added. Authorisation is granted where risks are adequately controlled or, for threshold-less, PBT and vPvB substances, where socio-economic benefits outweigh the risks and no suitable alternatives exist; it is time-limited and normally carries conditions and monitoring.
