The Member State of residence issues or renews the European Disability Card either directly or when the person with disabilities, or someone authorised under national law, applies, informs persons with disabilities that they can apply where the card is not issued automatically, and issues or renews it free of charge within the same period that applies to issuing national disability certificates, cards or formal documents or to the recognition procedure. A fee may be charged only for reissue after loss or damage, and then not above the administrative cost and not so as to prevent or discourage a request.
