What does 38b require?

When the emergency procedures are activated for ATEX products designated as crisis-relevant goods, notified bodies must make best efforts to process applications for those products as a priority, whether lodged before or after activation, without imposing additional disproportionate costs on the manufacturers concerned, and must make reasonable efforts to increase their testing capacity for those products.
