Parallel to 273.12 but stricter: a large quantity handler must send written notification to the Regional Administrator and receive an EPA identification number before meeting or exceeding the 5,000 kg storage limit (unless it already notified hazardous waste activities and holds an EPA ID, or notified recalled pesticides under Part 165), giving its name and mailing address, a contact name and business phone number, the location of the activities, the types of universal waste managed, and a statement that it is accumulating more than 5,000 kg at one time. Large quantity handlers otherwise follow prohibitions, waste management, labelling, accumulation time, release response, off-site shipment and export rules that parallel 273.11, 273.13 to 273.15, 273.17, 273.18 and 273.20.
