The owner or operator of a destination facility (one that treats, disposes of or recycles a universal waste) is subject to all applicable requirements of Parts 264, 265, 266, 268, 270 and 124 and RCRA 3010 notification, except that a facility recycling a universal waste without storing it first complies with 261.6(c)(2) (273.60); may send universal waste only to a handler, another destination facility or a foreign destination, may reject shipments after contacting the shipper, must report receipt of non-universal hazardous waste immediately to the EPA regional office, and may manage non-hazardous non-universal waste under solid waste rules (273.61); and must record each shipment received (originator, quantity by type, date) and keep the records for three years (273.62).
