The handler must send or take universal waste only to another universal waste handler, a destination facility or a foreign destination; if it self-transports it becomes a universal waste transporter subject to Subpart D; shipments that are DOT hazardous materials must be packaged, labelled, marked, placarded and documented under 49 CFR parts 172 to 180; before shipping to another handler it must ensure the receiver agrees to accept; rejected shipments must be taken back or sent to an agreed destination facility, and a handler rejecting a shipment must contact the originator and return it or send it on as agreed; receipt of non-universal hazardous waste must be reported immediately to the EPA regional office with the shipper's details, while non-hazardous non-universal waste may be managed under solid waste rules.
