EPA RCRA Hazardous Waste Management 264.56: § 264.56 Emergency procedures

In an imminent or actual emergency the emergency coordinator (or designee) must immediately activate alarms or communications and notify state or local agencies with response roles if needed; for a release, fire or explosion, immediately identify the character, exact source, amount and areal extent of released materials and concurrently assess direct and indirect hazards; where there could be a threat outside the facility, immediately notify local authorities if evacuation may be advisable (and help them decide) and notify the on-scene coordinator or the National Response Center (800-424-8802) with the reporter's name and number, facility name and address, time and type of incident, materials and quantities, injuries and possible outside hazards; take all reasonable measures to stop fires, explosions and releases occurring, recurring or spreading (stopping processes, containing released waste, removing or isolating containers); monitor for leaks, pressure build-up, gas generation or ruptures where operations stop; immediately afterwards provide for treating, storing or disposing of recovered waste and contaminated soil or water; and ensure no incompatible waste is handled in the affected area until clean-up is done and emergency equipment is cleaned and fit before operations resume. The owner or operator must record the time, date and details of any incident requiring the plan in the operating record and submit a written report to the Regional Administrator within 15 days with the owner's and facility's names, addresses and phone numbers, the date, time and type of incident, materials and quantities, injuries, the hazard assessment and the quantity and disposition of recovered material.
