EPA RCRA Hazardous Waste Management 264.55: § 264.55 Emergency coordinator

At all times at least one employee must be on the premises or on call (able to reach the facility within a short period) with responsibility for coordinating all emergency response measures; the coordinator must be thoroughly familiar with the contingency plan, all operations and activities, the location and characteristics of waste handled, the location of all records and the facility layout, and must have authority to commit the resources needed to carry out the plan.
