EN 301 549 V4.1.1 - Accessibility requirements for ICT products and services 5.7: 5.7 Key repeat

Where a keyboard or keypad has a key repeat that cannot be switched off and repeated alphanumeric entries would result, the delay before repeat must be settable to 2 seconds or longer and the repeat rate slowed to one character per 2 seconds.
