Generic requirements (clause 5) – EN 301 549 V4.1.1 - Accessibility requirements for ICT products and services

EN 301 549 V4.1.1 - Accessibility requirements for ICT products and services 5.4: 5.4 Preservation of accessibility information during conversion

ICT that converts information or communication must keep all documented, non-proprietary accessibility information to the extent the target format can carry it; any lossy transmission is a conversion, and degraded video that loses the usability of sign language breaches the clause.
