Where Article 9 consent is required, access to a service must not be conditional on accepting biometric processing: the controller must offer an alternative without biometrics (badges or keys for building access, for example), with no restraints or additional cost, also for people who cannot enrol or use the device, and must have a back-up solution for device unavailability, limited to exceptional use. Only where biometric processing is the core of a contracted service can refusal mean not taking part.
