The exporter, reexporter or transferor is responsible for correct classification (732.3(b)); the order of review sets how: first confirm the item is not described on the USML, including its catch-alls (if it is, it is an ITAR defense article and the CCL is not reviewed); then identify the category from the item's general characteristics and the product group; then check the 9x515 and 600 series ECCNs, which take precedence over other ECCNs, first their specific paragraphs and then their catch-all '.x' paragraphs, applying the 'catch' paragraphs (a)(1) and (a)(2) and then the 'release' paragraph (b) of the 'specially designed' definition in 772.1 wherever 'specially designed' is a control parameter; then review every other ECCN in the product group from the start; and only if nothing describes the item designate it EAR99, which may still need a licence for restricted end users, end uses or destinations.
This control maps to 1 controls across 1 other frameworks. If you already hold one of them, the evidence you collected for it is the starting point here rather than new work.
Every mapping shown was judged rather than inferred from wording similarity, and the ones that failed review are published too. See the coverage reports and what was rejected.
The graph holds this control, the 1 it maps to, and the evidence behind each claim, over MCP and REST.
