Once an item is classified, the licence requirements section of its ECCN is read with the Country Chart: identify the column identifier for each reason for control, check the destination's cell for each, and where an X appears a licence is needed unless a licence exception overcomes each affirmative requirement; where no X appears no licence is needed for that reason, provided General Prohibitions Four to Ten do not apply and the ECCN does not point elsewhere (for example the encryption classification requirements of 740.17(b) for mass market items shipped NLR). BIS advises working through every reason for control, since that shows the best available exception and the scope of review of any application; clearance and records then follow Parts 758 and 762.
This control maps to 1 controls across 1 other frameworks. If you already hold one of them, the evidence you collected for it is the starting point here rather than new work.
Every mapping shown was judged rather than inferred from wording similarity, and the ones that failed review are published too. See the coverage reports and what was rejected.
The graph holds this control, the 1 it maps to, and the evidence behind each claim, over MCP and REST.
