Items for the design, development, production or use of missiles (rocket and UAV systems able to deliver at least 500 kg to at least 300 km) marked MT Column 1 need a licence to all destinations except Australia, Canada and the U.K.; BIS reviews case by case for material contribution to missile proliferation (7A and 9A101 items for manned aircraft, satellites, vehicles or vessels considered favourably in replacement quantities; slower UAVs above the threshold reviewed case by case), weighing end use, significance, missile and space programmes, credentials, assurances and pre-existing contracts. An MT licence also covers the minimum object-code software and technology for installation, operation, maintenance or repair and later bug fixes to the same parties unless a licence condition excludes it (750.7(c)(1)(x)). Non-listed items are reviewed the same way when destined for missile activities; Russia and Belarus face denial; controls track the MTCR Annex (members in A:2).
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
