Part 740: License exceptions – EAR - Export Administration Regulations

EAR - Export Administration Regulations 740.6: 740.6 Technology and software under restriction (TSR)

TSR authorises exports and reexports of technology and software marked 'TSR - Yes' whose only licence requirement is national security, to Country Group B except Sudan and Ukraine, only after the importer gives a written assurance (by letter, other writing or a licensing agreement that survives expiry) that without authorisation it will not reexport or release the technology or software to nationals of D:1, E:1 or E:2, will not export NS-controlled direct products (or products of a plant built from the technology) to those groups, and for 3E069 technology will not send it to D:5, 3A999 regional stability destinations or Macau; without the assurance a licence is needed and the application must explain why. 743.1 reporting may apply, except for releases to foreign nationals in the United States.
