STA replaces Part 742 licences (never Part 744 or 746 licences) where every reason for control is covered: NS, CB, NP, RS, CC and SI to Country Group A:5 destinations or nationals (600 series only where all parties were previously approved on a BIS or DDTC authorisation), specified UAVs for MT to A:5, and NS-only items not excluded in the ECCN to A:6. It is unavailable for listed firearms, EI, SS, SL and CW items, most MT items, other-agency items, specified biological agents, 7E004, certain 9E003 hot-section items and software, 6A002 and related items, certain 3A001.b items, 600 series items marked ineligible or over the $25 million major defense equipment threshold, and some 600 series end items until approved under 740.20(g). Conditions: the exporter furnishes the ECCN to the consignee and reexporters pass it on; a written prior consignee statement (awareness of STA, ECCN, no APR reexport, prior statements for onward transfers, no prohibited destinations or uses, records available to the U.S. Government, 600 series end-user limits and end-use checks) is obtained and retained with a log linking each shipment; each tangible shipment carries written notice that it is under STA; releases of source code or technology to A:5 or A:6 nationals within a country require written notice or agreement restricting further disclosure that does not expire. 600 series items must 'complete the chain' to an eligible end user; items received under STA cannot be reexported under APR (a) or (b).
This control maps to 1 controls across 1 other frameworks. If you already hold one of them, the evidence you collected for it is the starting point here rather than new work.
Every mapping shown was judged rather than inferred from wording similarity, and the ones that failed review are published too. See the coverage reports and what was rejected.
The graph holds this control, the 1 it maps to, and the evidence behind each claim, over MCP and REST.
