After a review the Board must prepare a final review report considering the submissions received, setting out the findings, a summary of the information and material they rest on, the recommendations with reasons, information the terms of reference or rules require and anything else it thinks fit; it must not apportion blame, provide the means to determine any entity's liability, identify an individual without consent or allow an adverse inference from the fact that an entity is the subject of the review, though inferences drawn by others do not prevent inclusion of information; and it must publish the final report, excluding information redacted under s 53, in any way it considers appropriate.
