COBIT 2019 EDM04.01: EDM04.01 Evaluate resource management

The governing body keeps examining and evaluating what business and I&T resources, both human and financial, the enterprise needs today and will need tomorrow, the ways those resources could be provided (sourcing strategies included), and the principles for allocating and managing them, so that enterprise needs are met in the best way. Taking present and future strategies as the starting point, it examines the options for supplying technology, financial and human resources and builds the capabilities, sourcing strategies among them, that present and future needs call for. It defines the core principles by which resources are allocated and managed so that I&T can serve the enterprise within agreed priorities and budget limits. It reviews and approves the resource plan and the enterprise architecture strategies as means of delivering value and reducing risk within the resources allocated. It understands what is needed to bring management of I&T resources into line with the enterprise's HR and financial planning, and it defines principles for managing and controlling the enterprise architecture.
