COBIT 2019 EDM02.04: EDM02.04 Monitor value optimization

The governing body tracks key goals and metrics to judge whether the enterprise is getting the value and benefit it expected from investments and services that I&T enables, picks out significant issues and considers corrective action. Performance objectives, metrics, targets and benchmarks are set as a balanced whole, spanning activity measures and outcome measures, leading and lagging indicators, and a suitable mix of financial and non-financial measures, and stakeholders approve it. Data that is relevant, timely, complete, credible and accurate is gathered to report progress against targets, giving a concise high-level picture of how the portfolio, programmes and I&T are performing. Regular reports are received and used to review progress toward goals and whether planned objectives and benefits are being achieved. Following review, corrective action is started, controlled and carried out so that value is optimised.
