It understands what stakeholders require, the strategic issues for I&T and how significant I&T is and could become; the governance elements needed for value that is reliable, secure and cost-effective; the openings created by present, new and emerging technologies; and what value means for the enterprise and how well that meaning is communicated and applied. It evaluates how well the enterprise and I&T strategies fit together; how well roles, accountabilities and decision-making bodies secure value; and how closely management of I&T investment fits enterprise value management and financial management. It also evaluates the portfolio for strategic fit, financial and non-financial worth, risk to delivery and to benefits, and the balance between cost and benefit.
