Project work packages are managed by setting formal requirements for authorising and accepting them, and by allocating and coordinating suitable business and IT resources: the business and IT resources needed are identified, roles and responsibilities are mapped, and escalation and decision authorities are agreed; the skills and time each person must give across the phases are identified and roles are filled using information on available skills; the project manager and team leaders have experience in proportion to how large, complex and risky the project is; the roles of other parties, such as legal, finance, HR, procurement, compliance and internal audit, are defined; responsibility for buying and managing third-party products and services is agreed and those relationships are managed; work is identified and authorised in line with the plan; and gaps found in the plan are reported to the project manager so they can be fixed.
