Launching and running the programme obtains and steers the resources its goals and benefits require, and each stage-gate or release review must meet its criteria before work moves on: the projects needed are planned, resourced and commissioned once funding is reviewed and approved at each gate; every programme and project is run so that decisions and delivery stay focused on value through benefits and goals, with risk dealt with; stages with development checkpoints are agreed, the approved criteria are formally discussed as each stage ends, and stakeholders sign off before the next begins; a benefits realisation process gives each benefit an owner, keeps it likely to be delivered, kept and optimised, and monitors and reports delivery; and audits, quality reviews, stage-gate reviews and reviews of benefits actually realised are scheduled.
