An integrated project plan, formal and approved, spanning business and IT resources, steers execution and control across the whole life of the project, and scope, cost and time are managed as work proceeds: the plan gives management what it needs to control progress, including deliverables and acceptance criteria, required resources and responsibilities, the work breakdown and work packages, estimates, milestones and key dependencies, and key risks; the plan and the plans that depend on it (risk, quality, benefits realisation) are kept current to reflect real progress and approved material changes; plans and progress are communicated effectively, and changes are carried through all plans; activities, interdependencies and collaboration are established within the project and between projects in a programme; every milestone is tied to a significant deliverable that must be reviewed and signed off; and a project baseline of cost, schedule, scope and quality is reviewed, approved and built into the plan.
