The programme leaves the active investment portfolio once it is agreed that the intended value has been delivered, or once it becomes plain that the value criteria set for it cannot be met: it closes in an orderly way, with formal approval, the programme organisation and its support function disbanded, deliverables validated and the closure communicated; lessons learned are reviewed and recorded, the programme is taken off the active portfolio and the capabilities it created pass to an operational asset portfolio where their value continues to be managed; and accountability and processes make sure the enterprise keeps optimising the value it gets from the resulting service, asset or resource, considering further investment where needed.
