A group of external partners is formed to inform the broader plan: representatives of the key sectors (communications, energy, transportation, water and wastewater), buildings and critical facilities, city and county agencies, regional and state agencies and federal agencies, including information technology and security officers who understand how cyber infrastructure connects to physical infrastructure, and business voices so that dependence on critical skills, imports and supply chains is accounted for. Participants are engaged when their input adds most value, wider stakeholders are kept informed through a distribution list and interviews, prospective participants are invited with the benefits made plain to reluctant private partners, and commitments are secured.
