CISA Infrastructure Resilience Planning Framework (IRPF) March 2025
Step 1: Lay the foundation – CISA Infrastructure Resilience Planning Framework (IRPF) March 2025

CISA Infrastructure Resilience Planning Framework (IRPF) March 2025 1.2: Define and scope the effort: resources, a planning team lead and preliminary activities

What does 1.2 require?

Before integrating the framework into a planning process the community settles the questions that define the effort: it staffs and funds the work in proportion to its resilience goals and complexity, often by folding the framework into planning already funded by grants or technical assistance; it appoints a planning team lead as project manager who reports to the champion and officials and knows local infrastructure, hazards and stakeholder engagement; and the lead carries out preliminary activities, defining purpose and relationship to other plans, scope and planning area, goals, strategy and a preliminary schedule, a meeting facility, a facilitator and the stakeholders with an interest or critical information, with knowledge gaps, data collection and analysis strategies defined and sensitive information safeguarded.
