To concentrate external lighting and minimise obtrusive light: one credit where external lighting has been eliminated by design without harming safety and security, or where all external lighting other than safety and security lighting can be switched off automatically between 23:00 and 07:00, illuminated advertisements comply with the maximum luminance for the environmental zone (zero post-curfew in zone E1), and safety and security lighting used in those hours complies with the lower levels of CIE 150 and CIE 126, with upward light and light intrusion limited to the zone's values.
