A provider must not deliver a course exclusively online or by distance to an overseas student, and must not deliver more than one-third of the units of a higher education or VET course that way. In each compulsory study period the student must study at least one unit that is not online or distance unless completing the last unit. For school, ELICOS and Foundation programs, online and distance learning must be in addition to the approved face-to-face minimum. The provider must take reasonable steps to support students disadvantaged by additional costs or needs, or by lack of access to the institution's resources and community.
