Where a WHS matter arises at a workplace or from the business and is not resolved by discussion, the parties (the PCBU or its representative, each PCBU where several are involved, the HSR for the work group or, if none, the affected workers, or their representatives) make reasonable efforts to achieve a timely, final and effective resolution under the agreed issue resolution procedure or, if none, the default procedure in the regulations. A party's representative may enter the workplace to attend the discussions. If unresolved, a party may ask the regulator to appoint an inspector, which does not prevent a worker ceasing unsafe work or an HSR issuing a notice or direction (s 82).
