Work groups may be determined for workers of two or more PCBUs at one or more workplaces by negotiation and agreement between each PCBU and the workers, directed only at the number and composition of work groups, the number of HSRs and deputies, the workplaces and the businesses covered. Each PCBU, if a worker asks, negotiates with the worker's representative and does not exclude that representative; each PCBU involved notifies workers of the outcome and of any variation as soon as practicable; a party may withdraw on reasonable written notice, after which the others negotiate a variation. Other representation arrangements remain possible (s 59).
