Despite the information-sharing obligation, the PCBU does not give an HSR access to personal or medical information about a worker without that worker's consent, unless it is in a form that does not identify the worker and could not reasonably lead to identification. The PCBU need not fund a person assisting the HSR, need not admit an assistant whose WHS entry permit is revoked, suspended or disqualified, and may refuse an assistant access on reasonable grounds (the HSR may then ask for an inspector).
