Australia Public Governance, Performance and Accountability Rule 2014 (PGPA Rule)
Part 2-3 Divisions 1 to 3: corporate plans, performance measures, annual performance statements and audit committees (sections 16E to 17) – Australia Public Governance, Performance and Accountability Rule 2014 (PGPA Rule)

Australia Public Governance, Performance and Accountability Rule 2014 (PGPA Rule) 17(3)-(5): Audit committee membership: appoint at least three suitably qualified members, meet the independence tests for non-corporate and corporate entities, and exclude the accountable authority or its head, the CFO and the CEO

What does 17(3)-(5) require?

The committee needs at least three members with qualifications, knowledge, skills or experience suited to its functions. For a non-corporate entity, no member may be an official of the entity and most members must not be officials of any Commonwealth entity; for a corporate entity, no member may be an employee of the entity. A person engaged mainly to serve on the committee is not treated as an official or employee for those tests. The accountable authority (or the head of a multi-member accountable authority), the Chief Financial Officer and the Chief Executive Officer may never be members.
