Australia Public Governance, Performance and Accountability Rule 2014 (PGPA Rule)
Part 2-3 Divisions 1 to 3: corporate plans, performance measures, annual performance statements and audit committees (sections 16E to 17) – Australia Public Governance, Performance and Accountability Rule 2014 (PGPA Rule)

Australia Public Governance, Performance and Accountability Rule 2014 (PGPA Rule) 16EA: Performance measure quality: use measures that relate directly to purposes or key activities, rest on reliable and verifiable data and methods, are unbiased, mix qualitative and quantitative measures where practicable, cover outputs, efficiency and effectiveness where appropriate, and allow trends over time

What does 16EA require?

The performance measures in the corporate plan must, read against the entity's purposes and key activities, be directly connected to one or more of them, draw on information sources and methods that can be relied on and checked, give a fair basis for judging performance, include both qualitative and quantitative measures where that can reasonably be done, measure outputs, efficiency and effectiveness where those are suitable indicators, and support comparison of performance across periods.
