Australia Public Governance, Performance and Accountability Act 2013 (PGPA Act) 41: Accounts and records: keep accounts and records that properly record and explain the entity's transactions and financial position, comply with the rules, enable the annual and consolidated financial statements, and allow a convenient and proper audit, with full and free ministerial access

What does 41 require?

Accounts and records that properly capture and explain the entity's transactions and financial position must be kept at the accountable authority's direction. They must be maintained so as to meet any rule requirements, to support the annual financial statements under section 42 and the consolidated statements under section 48, and to let those statements be audited conveniently and properly under the Act. The Finance Minister and the responsible Minister may inspect them freely, subject to any Commonwealth law that bars disclosure of particular information.
