Whenever GMO dealings are under way in the facility, the holder must ensure only authorised persons can get into the facility and the LWTS. An authorised person is either (a) someone who has been trained under C31 and C32, has given the holder the signed C31 training record, and has not been excluded by the holder on the Regulator's direction; or (b) a person, or class of people, who does not intend to carry out GMO dealings and has permission to enter from the holder, the facility manager or another representative of the holder.
