Australia OGTR Guidelines for Certification of a PC2 Large Scale Facility (Version 3.1) C12: Authority to admit and exclude where the holder is not the owner

What does C12 require?

A holder that does not own the facility and lacks power to admit people to, or exclude them from, the premises must not allow dealings there until the owner has given that authority in writing. If the holder cannot stop dealings from happening, it must tell the Regulator in writing as soon as practicable.
