If the Regulator directs the holder to keep a person or class of person out because their behaviour (a) has led, or could lead, to GMOs escaping from the room, or (b) has exposed or is exposing other people there to a GMO in a way that threatens or could threaten their health and safety, the holder must keep them out until the Regulator says otherwise.
