For condition 1, an authorised person is either someone who (a) means to carry out dealings and has been trained in the Part C behavioural requirements, (b) has signed, dated and handed the holder a record of that training, and (c) has not been excluded by the holder on the Regulator's direction; or (d) an individual, or class of people, not intending to carry out dealings who has permission to enter from the holder, the facility manager or another of the holder's representatives.
