What does B4 require?

If the Regulator directs that a person or class of person be kept out because their behaviour (a) has caused, or may cause, an escape of GMOs from the facility, or (b) has exposed or is exposing other people there to a GMO in a way that threatens or could threaten their health and safety, the holder must keep them out until the Regulator says otherwise.
